Azad Government of the State of Jammu and Kashmir remains steadfast in its commitment to ensuring the welfare and protection of its citizens. The Social Protection of Vulnerable Population Act, 2024, passed by the Legislative Assembly, is a monumental step in this direction. This Act lays the foundation for a comprehensive social safety net, targeting the most vulnerable groups in our society, including widows, orphans, differently abled persons, transgender and marginalized communities. It ensures that these individuals receive essential support through a structured system of subsistence allowances, safeguarding their basic needs and dignity.
The Social Protection Policy, aligned with the Act, reflects our dedication to promoting an inclusive and equitable society. It builds on both national initiatives, such as Pakistan’s Ehsaas Program, and international development goals like the Sustainable Development Goals (SDGs). The formation of the Social Protection Trust Fund, governed by the Social Protection Board, will ensure transparency and accountability in the disbursement of allowances. By adopting a life-cycle approach, we aim to address vulnerabilities that our citizens face at different stages of life, from childhood to old age.
The AJ&K government acknowledges the relentless efforts of all the stakeholders involved, including the legislative and executive leadership. We are open to have partnerships with national and international donors and development partners, in making this vision a reality. Together, we are committed to reducing poverty, mitigating social risks, and building a resilient future for all our people. This Act and the associated Policy are not just administrative measures; they are promises of a dignified and secure life for every citizen of AJ&K.
